Martial Rule Declaration
Coup plotters made their first actual move through the Turkish Armed Forces (TAF) messaging system. On July 15th, Friday at 15:22, FETO members who intruded the TAF messaging system at the General Staff sent a martial law instruction with 20 clauses titled “Operation Lightning Plan” to the troops under their control. The annexes of the declaration, signed by Brigadier General Mehmet Partigöç and Staff Colonel Cemil Turhan, contained the martial rule commanders, lists of personnel to be assigned in the martial law courts, Ankara and Istanbul Public Order and Reinforcement Plan. In the instruction, it is stated that the administration would be seized by 3:00 and curfew would start at 6:00.
